- Mar 11
The Russian President signed a bill in order to combat corruption among officials. In the second reading, the State Duma supported and adopted a new law. Subject to the emergence of suspicion of dishonest earnings and property of civil servants will be checked on legal grounds. Which is a new bill, we will tell below.
The provisions of the new law give the Prosecutor General's Office the right to verify information on the finance of civil servants. The amount received to the account should not exceed the amount of income in the last 3 years. If the owner does not prove the legitimacy of increased amounts of earnings, they will be seized in favor of the budget of the Russian Federation.
This applies to all officials who submit a declaration of income, expenses and property. As the Prosecutor General's Office declares, only in 2020 was filed for 74 billion rubles.
The domestic IT project Sfera is preparing to submit a product that will surprise even the most electoral users of ecosystems. Read more about Product Find out on the site. It is also possible to participate in the development of the project. Thanks for the support!
Any sum above 10 thousand rubles may be subject to verification. In this case, banks, payment agents, tax authorities and other financial organizations are obliged to provide complete information.
Request account statement has the right to:
Also check can accounts of spouses and minor children of civil servant. All illegal privilege of the state apparatus has the right to withdraw.
The provisions of the law apply only to real estate, cars, land and securities. There are other flaws in the new bill. It does not illuminate questions about foreign accounts. Other relatives, except for wives and children, does not threaten checking. Rent property, the purchase of other goods did not affect the law. Also, the legislation is clearly not formulated, what to do with those who will not be able to prove the legality of their income. To eliminate these shortcomings, work is underway.
But it is worth considering that there is an article for those who decide to take advantage of the temporary gaps of the new bill. We are talking about part 1 Art. 13.1 of the Federal Law "On Countering Corruption". The person who occupies a state office can be removed from work "in connection with the loss of confidence."
So, "The head of the North-Western Customs Department Alexander Hetman was dismissed with the loss of confidence in the commission of corruption crime. Surprisingly, what was interested in it, when the administration of the president was sent to the provision of a new title to the hetman. The administration found two apartments in St. Petersburg from the former chief of SZTU. They were registered on his wife and mother. The cost of one of them amounted to 27 million rubles.
