AMD RX 6400 - the slowest discrete GPU on the RDNA2 architecture. This model is not quite new, it has already been announced for OEM manufacturers back in January, but only yesterday AMD released this card for the DIY market (in this case, it means a highly specialized segment of DIY retailers). In addition, the embargo on numerous non-standard structures was removed yesterday, most of which are "simal and low-profile" solutions.
AMD Radeon RX 6400 is based on the Navi 24 graphics processor with 768 streaming processors, therefore is a trimmed version of the RX 6500 XT. The map comes with a base clock frequency of 1923 MHz, a 2039 MHz gaming frequency and a clock frequency of 2321 MHz. These are the same clock frequencies as for the OEM model released in January.
It comes with 4 GB GDDR6X memory through a 64-bit memory bus. So far there are no signs of solving with factory overclocking from any partners on the board, so it should be assumed that this card will not be offered with higher clock frequencies.
None of the cards issued today requires an external power connector. All these cards are powered by the PCI-Express interface, which is more than enough to provide the required power of 53 watts.
AMD Radeon 6400 was available for familiarization with some Chinese media, which seem to have exclusive lighting of this launch. So, on the network you can find the tested models Sapphire Pulse or XFX Speedster, both low-profile solutions.
Judging by the reviews, the RX 6400 is between RX 6500XT and GTX 1650 in synthetic tests. In games, it is slightly less powerful due to a limited 64-bit memory bus. The card also affects the same problems as on RX 6500XT: PCIE GEN4 X4 interface and the absence of H264 / 265 coding capabilities.

The official price of the RX 6400 is set at $ 159, which is $ 40 less than RX 6500XT. NVIDIA has not yet released anything so cheap in this price range, which would be offered the latest AMPERE architecture. Their RTX 3050 model officially costs $ 259, but, unlike the AMD card, 3050 is almost impossible to find MSRP.
