Such an appeal to Russian energy companies was made by the head of the National PetroChemical Company, a monopoly company, who actually personifies the entire gas and petrochemical industry of the Islamic Republic.

The mutually beneficial cooperation of Moscow and Tehran in the oil and gas industry did not begin yesterday. It was the closest about seven years ago, when Russia reached the maximum expansion to the Middle Eastern energy markets.
In 2015, the Iranian Ministry of Agriculture and the Russian Ministry of Energy signed an investment agreement for $ 50 billion in the oil and petrochemical industries of Iran. According to it, Gazpromneftegaz, Zarubezhneft and Tatneft received preferential licenses for reconnaissance and development of large oil fields (and Lukoil got as many as seven).
Russia was ready to go to Iraq, offering to invest in the modernization of the local Nebras oil and chemical plant, but the agreement was never signed. It is known that the United States who did not tolerate competitors in the "zone of their influence" played their considerable role.
Iran, as you know, is not included in this zone, so the states have been put on the Islamic Republic for not the first year with unprecedented sanctions. America is trying to limit the export of Iranian oil (though it doesn’t really succeed: even the strict sanctions of 2011-2015 did not prevent Iran from the “black gold”) and holds financial assets for tens of billions of dollars under arrest.
By all signs, the US measures literally push Tehran to close cooperation with Russia, which recently circled Iran in the number of sanctions. And the consequences of this cooperation can greatly surprise the White House.

Today, Iran really needs Russian experts in the field of not only oil production, but also its processing. In this regard, Russia has something to offer Iranians: more than seven thousand petrochemical enterprises that produce secondary oil refining products work in the Russian Federation today. After all, “black gold” is not only gasoline, diesel fuel and fuel oil. From oil products, rubber, polyethylene, detergents, synthetic rubber, fertilizers are obtained - can be listed for a long time.
